Introducing change into any organisation requires careful monitoring throughout the life of the programme. Important in monitoring are the key deliverables. Monitoring of the delivery of benefits is the responsibility of the benefit owners and of course general monitoring functions are attributed to the project office. Clear responsibilities are agreed and stated within the Benefit Management Strategy and in the benefit profiles.

The progress of the change programme is monitored continuously, referencing milestones and key deliverables to assess progress, while acceptance is dependent upon the criteria laid down in the benefit profile for any given proposed benefit. Such assessments are made by the benefit owners. Three key aspects of monitroing to consider are the monitoring of programme progress, the acceptance of benefit changes and the review of programme benefits.

Monitoring Of Programme Progress

Key deliverables produced during the early planning stages of the programme are used for the purpose of montiroing progress throughout the programme. The benefit managment strategy and the benefit milestone plan are used to monitor the progress of the change process. The various benefit profiles provide a means of assessing the delivery of planned benefits and the benefits network allows for the assessment of any changes in deliverables or timescales.

Acceptance Of Benefit Changes

The accpetance of products of the change programme are each determined by the benefit owners, whose responsibility it is to assess the fitness for purpose of each delivery. For each benefit, assessment is made on the basis of the specific benefit profile. Such assessment is made in terms of products, capabilities and outcomes - with clear reference to the key deliverables of the programme.

Programme Benefit Reviews

Reviews of the benefits delivered up to that point in the programme may be held at key milestones in order to review the extent to which benefits have been delivered and assess confidence in the delivery of further benefits. These reviews are distinct from any post-implementation reviews. Four key stages in the programme at which programme benefit reviews may be held are whenever significant re-planning is required, at the realisation of key milestones, at the end of the programme and after the completion of the programme when a steady state has been reached.

The programme benefit reviews use the benefit profiles as a means to assess the success of delivery of each benefit. The scope of the reviews the benefits realised and also the quality of the benefits management process. The aim is to be able to explain any variance that may have ocurred between expected and actual outcomes. In order to maintain a greater degree of objectivity, these reviews should not be carried out from within the programme organisation. Lessons learned from teh reviews need to be communicated across the programme and to other change initiatives within the organisation.
